The Defense Information Systems Agency (DISA) Procurement Services Directorate, Defense Information Technology Contracting Organization (DITCO), and the DISA Chief Information Officer are modernizing the procurement systems used for our telecommunications and traditional contracting business lines. The Integrated Defense Enterprise Acquisition System (IDEAS) focuses on the operational activities associated with contract writing, which minimizes the impact on external users and systems.
Telecommunications mission partners will continue to submit requirements using the Defense Information System Network-Operational Support Systems (DISN-OSS), which include DISA Direct Order Entry (DDOE) and World Wide On Line System - Replacement (WWOLS-R). Status will be provided at key milestones in the procurement process.
DITCO will publicize competitive contract opportunities and award information, as required by the Federal Acquisition Regulation (FAR), in the Government-wide point of entry: Federal Business Opportunities (http://beta.sam.gov). The DITCO Contracting Opportunities (DCOP) Web page will be phased out as we migrate to IDEAS.
Telecommunications vendors shall register to use IDEAS with a DoD approved Public Key Infrastructure (PKI) certificate. Information on how to become an IDEAS registered vendor is on the vendor tab. Once registered, vendors can upload proposals, quotes, jeopardy notices, completion notices, and other relevant documents in response to solicitations and orders issued from IDEAS. Vendors will also have access to all documents related to orders and solicitaitons from their homepage in IDEAS. Vendors that currently have PKI certificates to access DCOP will be able to use those certificates to access IDEAS.
DISA deployed Appian's Business Process Modeling software to support this line of business and the system has been operational since July 2009.
